DON'T TELL ME THAT I NEED TO GET A NEW VIDEO CARD.  I have DirectX10 AND support for PixelShader 2.0; this only started happening after the last last build.

Hmmm both currently posted screenshots are of Intel integrated chipsets. Oh well wouldn't be the first time that integrated graphics have failed me.

dude im having the same prob also its frustrating having 2 w8 so long 2 b able 2 ply it n nw dat its finally out u cant even ply it str8 bs i hve all the requirements also the latest direct x and my visdeo card both meet the requirement n i still get the same error 510 message if ne1 kno hw 2 solve dis prob plz let me n er body else dat hve the prob solve it cz im so p/o'd at instantaction rite nw because i kno its prolly a patch prob more than it is ours we waited so long js 2 get dis error 510 bs

The GPUz program isn't working for me but I also have a Intel graphics card hmm...
